Endline Impact Assessment of Digital Application by ASHA Workers
Project Overview
Somala Mahila Sangha successfully completed the Endline Impact Assessment aimed to evaluate the effectiveness of project interventions in strengthening the identification and management of High-Risk Pregnancies (HRPs), improving digital competency among frontline health workers, promoting digital health adoption, strengthening data-driven governance, and identifying operational barriers to the sustained use of digital health tools.
The study covered all five intervention blocks of Kamrup District—Nagarbera, Rangia, Chaygaon, Bihdia, and Uparhali—using a comprehensive mixed-method approach.
Objectives Achieved
The project successfully achieved all planned objectives:
Assessed the knowledge of ASHAs and ASHA Supervisors regarding High-Risk Pregnancy identification and referral.
Evaluated digital competency of ASHAs and Supervisors in using the Utprerona application.
Assessed community-level digital health adoption and maternal healthcare-seeking behaviour.
Evaluated the capacity of Community Health Officers (CHOs) in using data for planning, monitoring, and governance.
Identified operational barriers, enabling factors, and best practices influencing digital health adoption.

Methodology for Time-and-Motion Study (TMS)
The Time-and-Motion Study (TMS) assessed how Accredited Social Health Activists (ASHAs) allocated time across routine service delivery activities and examined changes in workflow efficiency following the introduction of digital tools and capacity-building interventions.
The study adopted a:
- •Cross-sectional, Time-and-Motion (TAM) approach
- •Direct, non-participatory observations of ASHAs
- •During routine work hours over 2–3 consecutive working days
Sampling
Through random sampling, ASHAs were selected from the five intervention blocks of Kamrup Rural District to ensure representation across geographic settings and workload contexts. Selection considered factors such as population coverage, distance to health facilities, and level of digital tool usage to capture variability in work patterns.
Data was collected using a standardised Time-and-Motion Study checklist developed in accordance with global best practices for observing community health worker workflows. Observers recorded activities with time stamps to capture duration, transitions between tasks, and interruptions.
Project Outcomes
The project was implemented successfully within the planned timeline. All field activities were completed across the five intervention blocks with full coverage of the planned sample. Data quality assurance mechanisms were implemented throughout the study to ensure accuracy and completeness of information collected.
The assessment generated robust evidence on the effectiveness of the Xushrukha Project, particularly regarding improvements in frontline worker capacity, digital competency, utilization of the Utprerona application, healthcare-seeking behaviour, and data-driven governance practices. The findings also documented operational challenges and practical recommendations for strengthening future implementation and scale-up.
Conclusion
Somala Mahila Sangha successfully completed the Endline Impact Assessment in accordance with the approved methodology, timeline, and scope of work. All project targets and deliverables were achieved. The study provides reliable evidence to support future policy decisions and program improvements aimed at strengthening maternal health services and digital health interventions in Assam.

Biotechnology Research Innovation Entrepreneurship Development in Assam, Meghalaya, and Manipur
Project: Evaluation Study for Bio-Ride under "Strengthening Preventive Intervention and Scheme Delivery Development (Bio-Ride)" in Assam, Meghalaya, and Manipur.
Morigaon District Somala Mahila Sangha successfully completed the evaluation assignment in accordance with the approved scope of work and timelines. All planned activities were carried out as per the engagement letter, including data collection, stakeholder consultations, beneficiary assessments, data analysis, and submission of the required deliverables.
The evaluation covered all targeted stakeholder groups and beneficiaries across the project areas, achieving 100% of the planned sample and project targets. Data quality was maintained through systematic field supervision and validation processes, ensuring the reliability and accuracy of the findings.
All contractual deliverables were completed and submitted within the stipulated timeframe. The study generated comprehensive evidence on project implementation and outcomes, providing valuable recommendations to support future programme planning and decision-making.

Skill Gap Assessment of India's Healthcare Sector
State Research Partner — Forvis Mazars Advisory LLP & PHFI
Somala Mahila Sangha successfully completed the Evidence-Based Skill Gap Assessment of India's Healthcare Sector in Assam as the State Research Partner for Forvis Mazars Advisory LLP, in partnership with Public Health Foundation of India (PHFI). The study was undertaken to identify workforce requirements, assess training ecosystem capacities, and recommend future skilling priorities aligned with the Viksit Bharat 2047 vision.
As part of the assignment, Somala Mahila Sangha coordinated with key government departments, healthcare institutions, regulatory bodies, training institutes, hospitals, diagnostic centres, and other stakeholders across the state. The team conducted Key Informant Interviews (KIIs) and Computer-Assisted Personal Interviews (CAPI), ensuring high-quality data collection, stakeholder engagement, and timely submission of all deliverables.
The project was completed successfully within the stipulated timeline, meeting all agreed targets and maintaining the highest standards of data quality, confidentiality, and professionalism. The findings from this study will contribute to strengthening evidence-based policy decisions and future workforce planning for India's healthcare sector.
